The persistence of trade barriers in sub-Saharan Africa is a substantial obstacle to increasing intra-regional trade in food staples. This issue is particularly relevant in the arid and semi-arid drylands regions of the Sahel and Horn of Africa where frequent food shortages and increasing scarcity and vulnerability could be mitigated through the facilitation of food trade and a more predictable, coherent trade policy environment.
