Five years on from the Global Compact on Refugees in 2018, the international community will come together to assess the progress made and the major challenges left to scale in refugee and displacement policy. This comes at a critical time when across the world we see political support for refugees diminishing by the day.
At the Global Refugee Forum in Geneva this week, ODI will be pushing the agenda forward on the rights and perspectives of those affected by displacement, with a focus on economic inclusion, social protection, child rights - and increased, direct funding for refugee leadership in humanitarian contexts.

Refugee Leadership
Refugee-led organisations (RLOs) are a crucial cog in the refugee-response machine, providing essential services to their communities, as well as being more likely to lead responses that are accountable, legitimate, transparent, effective and impactful.
Our most recent evidence however, shows that RLOs are chronically underfunded, and that they face numerous challenges to access quality financing, which are based around unhelpful and inaccurate assumptions, and systemic barriers upheld by donors and INGOs on risk and impact.
In order to improve this situation, we urgently need to increase direct funding to RLOs, and build capacity so that direct funding is provided as standard to RLOs.
Social protection and economic inclusion for displaced families and communities
The number of forcibly displaced people has reached unprecedented levels.
Children are disproportionately affected, representing 30% of the world’s population but 41% of the global displaced population.
National social protection systems - built with recognition of the diverse realities of refugees and IDPs - can play a key role in supporting the social protection and economic inclusion of displacement-affected communities.
