This report reviews and documents the existing evidence, literature and knowledge of two of the leading organisations in the field: IFRC and International Organization for Migration (IOM). The overall goal is to contribute to the broader ODI study, and to the development of a conceptual framework for understanding and responding to HIV and AIDS in emergencies.
