Work with ODI: the Budget Strengthening Initiative (BSI) is looking for specialist consultants

The Budget Strengthening Initiative (BSI) supports the world’s poorest, most fragile and most conflict-affected states to develop more effective, transparent and accountable systems for managing public finances.

BSI has been established to provide governments of fragile states with high-level, strategic advice that is independent, evidence based and confidential. We respond quickly and flexibly to requests for advice and provide support in its implementation. BSI is also strongly committed to fostering long term south to south learning and the development of peer learning networks.

BSI currently works with Ministries of Finance in three fragile states: Southern Sudan, Liberia and Democratic Republic of Congo (DRC). Subject to consultation with BSI’s board, funders and governments of fragile states, we will be expanding our focus to include 1 to 2 more countries. Possible candidates include: Somalia/Somaliland, Central African Republic, Nepal and Yemen. As such, we would be interested hearing from consultants with particular expertise in any of the above with a view to being informed about if and when there is a formal tender process. Currently, BSI is looking to contract high level consultants with specialist skills in four areas:

Policy Directors (consultancy service contract):
BSI is seeking to contract policy directors to help us support fragile states to develop more effective, transparent and accountable systems for managing public finances. The services to be provided will play a leading role in the project’s provision of high level, strategic policy advice to governments of fragile states and budget reform stakeholders in a specialized area of expertise, for example Public Financial Management reform or aid strategies.

The contractor will be able to demonstrate the following in the bid process: senior management/advisory experience gained from working in either a Ministry of Finance in a fragile state or in an international financial institution/donor agency with responsibility for one or more fragile states (for example as a World Bank country director).  The consultant will also be either a recognized expert in an area of specialism or have a track record of successfully delivering innovative approaches to working in fragile states.

Country Programme Manager – Democratic Republic of the Congo (consultancy service contract):

BSI is seeking to contract a consultant Country Programme Manager to lead our work in Democratic Republic of the Congo (DRC).  The services to be provided will be coordinating an international team of experts to deliver high level advice and support to DRC.

The contractor will be able to demonstrate the following in the bid process: significant experience of working with governments at a senior level; expertise in public finance; post graduate qualifications in a relevant discipline; and specialist knowledge of DRC. The consultant will also have the ability to develop and deliver high quality work plans, execute monitoring and evaluation activities and negotiate effectively with a wide range of stakeholders.

Fluency in French and the ability to work in English is required for this assignment.

Country Programme Manager – Liberia (consultancy service contract):
BSI is seeking to contract a consultant Country Programme Manager to lead our work in Liberia.  The services to be provided will be coordinating an international team of experts to deliver high level advice and support to Liberia.

The contractor will be able to demonstrate the following in the bid process: significant experience of working with governments at a senior level; expertise in public finance; post graduate qualifications in a relevant discipline; and specialist knowledge of Liberia. The consultant will also have the ability to develop and deliver high quality work plans, execute monitoring and evaluation activities and negotiate effectively with a wide range of stakeholders.

Senior Advisors (consultancy service contract):
BSI is seeking to contract senior advisors to help us support fragile states to develop more effective, transparent and accountable systems for managing public finances. The services to be provided are to provide high level technical advice and mentoring support to governments of fragile states and budget reform stakeholders in a specialized area of expertise, for example Public Financial Management reform or aid strategies or engagement with legislatures and civil society.

The contractor will be able to demonstrate the following in the bid process: Senior advisory role in an international financial institution/donor agency with experience of working with a range of fragile and post conflict countries or resident senior advisory post in a Ministry of Finance in a fragile/post conflict state. Senior Advisors would either be recognised as global experts in their area of specialism or have a track record of supporting reforms in fragile/post conflict states.

Advisors (consultancy service contract):
BSI is seeking to contract advisors to help us support fragile states to develop more effective, transparent and accountable systems for managing public finances. The services to be provided are to provide technical advice and mentoring support to governments of fragile states and budget reform stakeholders in a specialized area of expertise, for example Public Financial Management reform or aid strategies or engagement with legislatures and civil society.

The contractor will be able to demonstrate the following in the bid process: pervious experience in an advisory role in an international financial institution/donor agency, or of working with a range of fragile and post conflict countries or resident advisory post in a Ministry of Finance in a fragile/post conflict state. Advisors would also have at least a Masters in a relevant field. Experience in a developed country context would be an advantage.
