This background paper prepared for the Commonwealth High-Level Meeting on Climate Finance (Wiston House, West Sussex, UK, 23–25 January 2011) focuses on the climate financing concerns of the most vulnerable countries of the Commonwealth: Small Island Developing States (SIDS), low-lying coastal states, Least Developed Countries (LDCs) and other African member states.
