Oliver is currently a Humanitarian Policy Group Research Associate.

He was formerly a Senior Research Fellow at HPG. With a background in needs assessment and monitoring and evaluation (M&E), his research interests are focused on humanitarian accountability, communicating with crisis-affected populations, and evidence-based decision-making processes in emergencies.

Previously, he conducted research, monitoring and analysis of humanitarian responses to the Rohingya crisis, on both sides of the border, as M&E Coordinator for the International Rescue Committee in Myanmar, and managed REACH Initiative’s research portfolio in Cox’s Bazar, Bangladesh. Prior to this, he worked on M&E with ACTED during the Iraqi Civil War, and carried out research on gender and governance with the Afghanistan Research and Evaluation Unit.
