Preference erosion: helping countries to adjust

The very high levels of some tariffs and the restrictions on levels of imports for some goods mean that countries that do not pay those tariffs or that have quotas on the restricted goods, because of preferential access, will suffer ‘preference erosion’ if tariffs
and restrictions are removed or reduced. Not surprisingly,
they oppose change, while the non-preferred want reform.
