The successor to the international agreement to reduce disaster risk - the Hyogo Framework for Action (HFA) is to be agreed in 2015. Following the analysis of the pre-zero and zero drafts, attempts to address some of these shortcomings and to move the debate beyond the simplistic focus of including vulnerable groups within diaster risk reduction policy-making.
