Tom’s work seeks to understand how public financial management can support the improved delivery of public services.

His work has covered budget reform, fiscal decentralization, health financing and public investment management. He has worked in Kenya, Malawi, Nepal, Somaliland, South Sudan and Uganda.

Before joining ODI, Tom lived and worked for seven years in South Sudan and Uganda, initially as an ODI Fellow in the Budget Directorate in Ministry of Finance in South Sudan. He subsequently worked as a consultant for the African Development Bank, USAID, the World Bank and ODI’s Budget Strengthening Initiative. Before moving to East Africa, Tom worked at HM Treasury in the UK. He is also an Honorary Fellow at the University of York’s Interdisciplinary Global Development Centre.
