Andrea Sissa Velandia

Andrea is a Research Officer in the Development and Public Finance programme at ODI. Her research and advisory work focuses on public financial management, climate finance and economic inequalities. Particular topics of interest include climate public finance, green budgeting and expenditure, data analysis for public finance efficiency, and the analysis of socio-economic inequalities by having an intersectional and systemic approach.

Prior to joining ODI, Andrea worked as a governance consultant for the World Bank in Colombia, Guatemala, South Sudan and Washington DC, participating in public financial management reforms, public spending reviews and climate budget research. She was also a policy and research officer for the International Growth Centre’s Tax for Growth initiative. In her research experience, she has investigated carbon inequality and the effects of climate change on poverty and inequality in Colombia.

Andrea holds a Master’s degree in International Social and Public Policy from the London School of Economics and Political Science as well as two BScs (Economics, Industrial Engineering) from Universidad de los Andes in Bogotá, Colombia. A Colombian national, Andrea is fluent in Spanish and English.
