In response to Independent Commission for Aid Impact's report into DFID's work on water and sanitation in South Sudan ODI Research Office Nathaniel Mason said:

"Delivering water and sanitation services in protracted crises is a difficult task and it remains difficult as you move from providing humanitarian support to longer term development. ICAI is right to highlight the need for a sound understanding of the political context, especially in the case of providing water and sanitation where infrastructure may be permanent and unintended consequences long lasting. Using NGOs as delivery partners can work but as the report points out DFID and others should consider how they can build local capacity in the long term."
