Negotiations on trade in services – Rwanda’s accession to the East African Community, an outline of key issues and possible ways forward
Rwanda is in the process of acceding to the East African Community (EAC). The EAC has begun negotiations on a Draft Protocol on the Free Movement of Persons, Labour, Services, Right of Establishment and Residence this year. It is therefore important to examine the possible interest of Rwanda in regional services negotiations. This project produced a report on services negotiations and temporary movement of people within it and identifies possible options for Rwanda in regional services negotiations at the level of EAC. It also provided a screening and scoping of possible impacts.
