Vivien Foster

Vivien is a Senior Research Associate with ODI. She is currently based at Imperial College London, as a Principal Research Fellow at the Centre for Environmental Policy. She is also International Partnerships Lead for Climate Compatible Growth, a major FCDO research program supporting climate transition in the Global South.

Previously, Vivien spent 24 years at the World Bank where she played several research-oriented leadership roles, ending-up as Chief Economist for the Infrastructure Vice-Presidency. Throughout this time, she engaged on a wide variety of analytical, advisory, and operational engagements with client governments in some 40 countries across Africa, Latin America, Europe, Asia and the Middle East.

Vivien holds a PhD in Economics from University College London. Her work focuses on the economic, financial, fiscal, environmental, and social dimensions of infrastructure development in the Global South. She has an extensive record of policy and academic publications. Salient examples include Africa’s Infrastructure: A Time for Transformation (2009) and Rethinking Power Sector Reform (2019). She also co-led the World Development Report 2021 – Data for Better Lives.
