Vicki Metcalfe-Hough is a Research Associate of HPG. She has extensive professional experience in developing and implementing multi-dimensional aid responses in fragile and conflict-affected states (occupied Palestinian territory, Pakistan, Lebanon, Iraq, Afghanistan and Sudan), primarily for UN and international organisations. Considerable experience at global level leading UN and inter-agency policy development and implementation on diverse issues including protection of civilians, forced displacement, humanitarian negotiations, and peacekeeping and peace support operations. She has previously held a senior research position at HPG and has proven experience of leading research programmes in support of policy and operations.
