Sheila’s work focuses on supporting institutional and managerial efficiency in the delivery of services. She started out her public finance career supporting results-oriented budgeting reforms in Uganda. Since then, she has supported broader public finance reforms including how local service delivery is financed and managed at central, district and facility levels in the Education sector, as well as initiatives to promote budget transparency and accountability. More recently, she has also been part of initiatives to support how data is managed across government agencies for policy making.

She has worked as a consultant for ODI’s country programs in Uganda and South Sudan, supporting contextualized implementation of these PFM reform efforts. Prior to this, Sheila worked as an Economist in Uganda’s Ministry of Finance, Planning and Economic Development
