Pascal Oleng is a Revenue and Tax Policy Advisor for the Ministry of Finance and Development Planning of Liberia under ODI’s Budget Strengthening Initiative program.

Pascal has over 18 years of professional and international tax experience having worked as an advisor on taxation, revenue administration and tax policy in the Extractives Sector, for the tax authorities of the governments of Sierra Leone and Liberia. He has worked as a senior tax advisor for China National Offshore Oil Corporation a multinational oil and gas exploration and production company in Uganda, and as a senior tax advisor and tax auditor with Ernst & Young in Uganda and Rwanda.

Pascal’s areas of expertise are broadly in revenue and tax policy; tax administration; business tax compliance; tax audits; and international taxation. His goal is to be able to advise and support governments of developing countries, particularly in sub-Saharan Africa, to maximise domestic revenues through effective and sound tax policy formulation and revenue administration, in order to achieve their sustainable development goals.

Professionally, Pascal holds an MSc. in Taxation from the University of Oxford, an Advanced Diploma in International Taxation from the Chartered Institute of Taxation UK, and a Bachelor of Arts degree in Economics from Makerere University. He is a Fellow of the Association of Chartered Certified Accountants UK, and a Member of the Institute of Certified Public Accountants of Uganda.
