Marcela is a Research Associate within the Global Risks and Resilience team at ODI. Marcela has a PhD in Economics from Toulouse School of Economics and almost 20 years’ experience in climate and disaster risk financing, public finance, evaluation and learning, research uptake and policy engagement.

Marcela has previously been responsible for the overall delivery of large and complex donor funded programs internationally (World Bank, Inter American Development Bank, the Department for International Development) has also worked in academia (Toulouse School of Economics, Georgetown University, Universidad de Los Andes) and provided policy advice. She has published in academic journals and contributed to the World Development Report, the Global Assessment Report, the World Disasters Report, and the Intergovernmental Panel on Climate Change (IPCC) Report. She previously worked for Oxford Policy Management, where she was a technical lead for their disaster risk financing team and now works independently.
