Łukasz is a development economist specializing in evaluation, applied econometrics, youth livelihoods and foreign aid's impact. He is a Research Fellow in ODI’s Research and Policy in Development programme, managing the Youth Forward Learning Partnership.

Youth Forward is a multi-component, multi-site initiative that aims to improve the capacity of young people in Ghana and Uganda to improve the opportunities available to them by helping them to find employment, grow their businesses and access finance. The Youth Forward Learning Partnership works across the initiative to develop an evidence-informed understanding of the needs of young people in Ghana and Uganda, and how the initiative can best meet those needs. Łukasz manages the Partnership’s working streams: knowledge development, knowledge sharing and multi-sector dialogue. He also leads the evaluation component.

Before joining ODI, Łukasz was a doctoral researcher at the VU University Amsterdam and Tinbergen Institute. His PhD research focused on two topics: the impact of aid on government expenditures and financial and health behaviour of low-income household in Nigeria and Kenya. Prior to entering academia, Łukasz worked at the Institute of Structural Research, a Warsaw-based economic research think-tank, in the areas of labour economics, growth, EU structural funds, agriculture economics and evaluation. Łukasz has a country experience in Poland, Ghana, Uganda, Nigeria and Kenya.
