CAPE was sub-contracted by Eptisa, Spain to provide expert advice to the Nicaraguan Ministry of Finance on the development of an MTEF-based budgeting system. This technical assistance contract was financed  by SECO, Switzerland and involves working alongside the budget division of the Ministry of Finance to develop the necessary budget formulation and monitoring structures to introduce a medium-term, programme-focused approach to budgeting. The Eptisa-CAPE team have assisted in the development of these systems, in the delivery of an associated training programme and in the design and delivery of supporting analytical work at the macroeconomic level and at the sector level, through public expenditure reviews.
