In close collaboration with MINALOC, MINECOFIN and sectoral ministries, the project sought to contribute to finalisation and validation of National Planning Procedures and Manuals (including SP, CDP, MTEF, AAP and Budget) to form a coherent planning system aligned with national objectives. It looked to design a training programme for the local governments in planning and budgeting, jointly with the Capacity Building Specialist, MINALOC, MINECOFIN and RIAM, and in close collaboration with the NDIS-CB Officer produce training modules and manuals. Additionally it produced final national guidelines, based on the existing draft planning guidelines, and validated during two workshops. It provided training of trainers of SPU, MINALOC and RIAM.
