This paper paints a picture of the international community on the threshold of developing the responses needed for scale-up which have been called for at the 2006 Toronto AIDS conference. At this time, however, there are two crucial challenges confronting the international community, namely poor alignment of donor strategies with national efforts and poor harmonisation among donor procedures for aid management. This paper looks at these challenges and suggests how they may be combated.
