Working papers

The war in Iraq has changed the language of UN reformers. Before this year, it was quietly accepted that where consensus existed, reform would be enacted and where political will as lacking, it would founder. The war may have provided the necessary impetus for change so far, only the rhetoric has been transformed. Substantive plans for reform are yet to emerge.
