This briefing paper notes the confidence in the Ministry for Overseas Development (ODM) expressed in the recent parliamentary Estimates Committee's report on overseas aid (House of Commons Paper No. 442, 1967-68). The Committee's assessment of the ODM also leads it to come out strongly against any proposal to merge the ODM into a comprehensive overseas department.
