This study is one of three being undertaken as part of an ODI research project to improve understanding of the extent to which changing the organisational structure of the seed sector in developing countries can improve its performance, both in terms of firm-level economic efficiency and in terms of the accessibility of improved seed to small farmers, using evidence from Eastern and Southern Africa in particular.
