This paper discusses the implications of the report by the Pearson Commission on International Development. The ODI considers the report authoritative. The Commission's assessment is that, whilst the need for aid will not disappear in the coming years, it is not a permanent feature of the relationship between developed and developing nations; policies can be devised to make further aid unnecessary by the end of the century.
