The purpose of this evaluation was to analyse the influence of SDC’s 1997 Human Rights Guidelines and 1998 Rule of Law Conceptual Framework in terms of awareness-raising, and policy and programmatic guidance, including an assessment of factors that foster or hamper the use of guidance documents in development agencies, and to provide recommendations to further SDC’s human rights and rule of law orientation.
