This report on Results-based Public Management in Bolivia is one of seven country studies commissioned by the Centre for Aid and Public Expenditure of the Overseas Development Institute for a research project on the practice of results-oriented budgeting in poor countries. The purpose of this research project is to establish how far performance budgeting and performance management are practised in public expenditure programmes in countries which have prepared Poverty Reduction Strategy papers, what modalities have been used, what circumstances have favoured its adoption, what its achievements have been in making public programmes more efficient and effective, and what obstacles and limitations have been encountered. Bolivia was selected as a case study country because it has a PRSP, and in recognition of the fact that it has for a number of years practised results-oriented approaches to public expenditure and public administration management.

Carlos Montes
