This case study explores the unexpected success of the Indonesian Decentralised Livestock Services and how it achieved policy influence. This case study is based on an action-research project aiming to make livestock service institutions more responsive to the needs of small-scale farmers. It was much more successful than anyone expected.

The case study applies RAPID's approach to analysing policy influence to analyse the policy context and how and why the project had an influence.
