This Working Paper is one of a series of draft chapters of a book currently under preparation with the provisional title of The Adaptive Economy; Adjustment Policies in Low-income Countries.

The preceding Working Papers in this series have focused on defining the need for structural adaptation, exploring the nature of an adaptive economy and the role that economic policies can play to promote adaptability. This concluding paper will try to place adjustment policies in their wider context and, in so doing, to tie up some of the loose ends in the other papers.
