This annual review summarises advancement on development policy. It analyses the recent discussion on the best means of assisting development, the shift in the intellectual approach to development, the possible implication of development for the 'human environment', the possibility of reconciling the problems of rapidly expanding production in rich countries and population growth in poor ones and the British aid and development performance. Other chapters deal with the United States and the Netherlands.
