This study presents a regional case study on the role of the affected state in humanitarian action. It describes the institutional structures and mechanisms put in place to deal with disasters in Latin America; reviews the actions taken during and after disasters in 2007 in Peru, Bolivia, and Mexico; and discusses points of contestation and debate between and among international, regional and local entities.
