This toolkit offers guidance to actors providing assistance to displaced populations, to help them consider whether and how NGO/internationally-led humanitarian assistance might be linked with state-led social protection, based on analysing the key contextual factors and actors in their displacement setting. The aim is to help policymakers and practitioners apply the the project’s analytical framework in their own context.

The toolkit first offers a brief overview of the range of possible approaches for linking humanitarian assistance and social protection in a displacement setting, and of the outcomes (both benefits and drawbacks) that may result. It then provides guidance for analysing the key contextual factors and actors that are likely to influence which approach NGO/international actors might opt for in a given displacement setting and what its benefits and drawbacks might be, drawing on examples from the three country case studies.
