As the Millennium Development Goals draw to a close, and their replacement, the Sustainable Development Goals, are agreed by UN governments, close to a billion people remain in extreme poverty, earning less than $1.25 a day.
This paper explores which groups make up this 'bottom billion', including children, girls and minority ethnic groups, and analyses policy approaches from around the world which have been successful in targeting the most marginalised.
