In response to the perceived degradation of natural resources in Australia in the 1980s, the government introduced the Decade of Landcare in 1989. The aim was to form local multi-skilled groups throughout the country to rehabilitate and manage their local environments. By the time this paper was written, landcare had seen many successes, but there was some disagreement among participants about their individual roles. The author attributed the disagreements to inadequate communication and proposed a structural model to provide the necessary linkages among landcare groups and individuals.
