The purpose of this review is to assess the strengths and weaknesses of the operation of the governance structures of the Education for All - Fast Track Initiative and prepare a set of options for strengthening the structures in the context of a possible expansion as well as concerns about inclusivity and transparency. The review is based on a review of Education for All - Fast Track Initiative documents, partnership literature, and consultations with stakeholders, but suffers from lack of consultation with stakeholders from developing countries.
