The terms on which the EU and the Africa Caribbean and Pacific (ACP) states trade with each other are established in the Cotonou Agreement 2000, which specifies that a new regime must be agreed by end-2007, a date that coincides with the expiry of a World Trade Organization (WTO) waiver for the current regime.
