Cambodia is an extremely poor, post-conflict society. Reflecting the levels of need, Cambodia has received high levels of overseas development assistance (ODA) since the early 1990s. Amongst government ministries, the Ministry of Health is considered one of the best. Nevertheless, health indicators are dire. Aid to the health sector has generally been less fragmented and contradictory than aid to other sectors. This paper offers views on how a Sector-Wide Approach may be adopted in the health sector.
