The ALNAP Global Study responds to a growing consensus that the consultation and participation of disaster-affected populations during the planning, monitoring and evaluation of humanitarian action, is critical to the accountability and performance of the humanitarian sector. The Global Study seeks to test this hypothesis and to investigate current policy and field practice through six case studies. This study examines humanitarian practice in Sri Lanka, focussing on 3 conflict-affected locations: Batticaloa district in the east, Vavuniya/Mannar districts in the North, and the Jaffna peninsula.
