This chapter comments on a paper by Alfredo Younis. It describes how development carried out according to 'child rights' principles of participation, equity, and accountability can enhance security for a particularly vulnerable social group. Duty bearers have an obligation to respect, protect and fulfil human rights. Rights holders are entitled to participate in claiming their rights and therefore to hold duty bearers accountable. The chapter describes the policy implications of this and the role of civil society organisations in supporting peoples rights.
