This paper describes the formal and informal policy oversight mechanisms governing the international humanitarian assistance of the Canadian government. It provides background information for a comparative study of upward accountability mechanisms in the administration of humanitarian relief in Canada, the UK and Denmark. This paper maps accountability mechanisms and identifies the oversight mechanisms – both formal and informal – at the policy-making, programming and resource allocation stages of the aid process in Canada.
