​The briefing paper determines that because carbon capture and storage (CCS) technology is not yet viable, it does not justify the new coal-fired power plants being built today.

CCS makes new coal plants uneconomic, particularly when compared to growing competition from cleaner energy alternatives.

Nonetheless, CCS research and development should continue with a focus on industrial uses, which do not have economically-viable low-carbon alternatives.
