The Paris Agreement’s enhanced transparency framework places new and more stringent requirements on developing countries. Implementing these new requirements will require capacity-building in many countries.
This new paper from the Project for Advancing Climate Transparency (PACT) examines how the new requirements have been enhanced, highlights country experiences of developing capacity for transparency, and maps the initiatives and processes designed to support capacity building.
