This briefing paper notes the new Conservative government’s commitment to increasing aid to developing countries in line with the targets set by the UN Conference on Trade and Development (UNCTAD). The paper notes the new emphasis in the government’s statement upon the integrated role of trade and private investment in aid. It argues, however, that if the government’s administrative changes involve disbanding the Ministry of Overseas Development (ODM) the effectiveness of aid in promoting development would suffer.
