This publication outlines the need for a radical policy revision on agricultural development for poor rural areas.
The declaration and guidelines deal mainly with governmental action and analyse factors within agricultural situations and suggests appropriate choices of action. It draws most of the evidence on Africa, Asia and the Pacific and explains why a revision of both strategy and tactics are needed.
It is important to empower that mass of the rural population with the ability to earn the basic human needs of livelihood, including food, clothing, shelter, health and help in sickness as well as the opportunity to develop their skills and capacity.
The use of new technologies, research, investments, participation and guidance are just some of the actions needed to fulfill said objectives.
