Tom Hart specialises in budget reforms, fiscal decentralisation and fragile states.

Before joining ODI, Tom lived and worked for seven years in South Sudan and Uganda, initially as an ODI Fellow in the Budget Directorate in Ministry of Finance in South Sudan. He subsequently worked as a consultant for the African Development Bank, USAID, the World Bank and ODI’s Budget Strengthening Initiative. His work covered budget reform, fiscal decentralization and health financing in South Sudan, Uganda and Kenya. Before moving to East Africa, Tom worked at HM Treasury in the UK.
