Portrait of Shakira Mustapha

Shakira Mustapha is an economist with expertise across a range of public finance issues including budget and expenditure management, and debt management. She undertakes research and analysis to generate evidence, ideas and solutions relating to the management of public investment and debt, and linkages between public finance and development outcomes. Prior to leaving ODI, she was a member of our team providing high-quality technical advice to the Government of Liberia on various public financial management reforms.

Before joining ODI as a research fellow, Shakira worked with the Ministry of Planning and the Ministry of Trade and Industry in Trinidad and Tobago, supporting various public finance reforms and the development of economic diversification strategies. She holds a Masters of Public Administration in Public and Economic Policy from the London School of Economics.
