Roel specialises in domestic resource mobilisation and tax reform in developing countries and fragile states. He is currently pursuing a Doctorate in Development Economics which examines the political economy of tax reform in sub-Saharan Africa.

Prior to joining ODI Roel worked as an economic advisor to the national governments of Burundi and South Sudan. His work covered tax policy and administration as well as cash and debt management
