Martin is a development Economist with over 20 years of experience in public sector planning and development management in Sub Saharan Africa. In the early 1990’s, Martin worked as a public servant in the Government of Uganda – serving as a District Planner – then later worked for projects embodying public financial management (PFM) and intergovernmental fiscal relations. Until recently, Martin worked as a consultant to ODI’s Budget Strengthening Initiative during the design and kick-start of implementation of the Government of Uganda subnational fiscal transfer reform program, funded by the World Bank. Now, Martin works as a consultant to ODI in collaboration with the ThinkWell Institute on a health financing research project covering Uganda and aspirational peer countries.
Country experience includes: Uganda, South Sudan, Tanzania, Malawi, The Gambia
Areas of expertise include public financial management, fiscal decentralisation, and subnational economic planning.
