Luke specialises in the design and evaluation of social protection programmes and policies, with a background also in agricultural and health voucher subsidies. He holds a particular interest in food security and the nexus between social protection and productive inclusion within southern Africa, with particular expertise on Malawi.

Some of Luke's recent research at ODI includes: a large-scale DFID-commissioned review of evidence on cash transfers, conducting country case studies in Zambia and Ghana to investigate coherence between agriculture and social protection sectors for the UN’s Food and Agricultural Organisation, and a review of index-based trigger mechanisms used to scale-up social protection in the event of covariate shocks.

Luke holds a PhD and MSc in Development Economics from the School of Oriental and African Studies (SOAS), University of London.
