Lucy’s recent work includes advising on social protection programme design, specifically on targeting and graduation. In addition, she has undertaken research on rebuilding livelihoods using Community Driven Development in fragile contexts in South Asia; on coordination between social protection and agricultural interventions; and to investigate the drivers of impoverishment and sustained poverty escapes using mixed methods.

Prior to joining the Social Protection Programme, Lucy worked with the Chronic Poverty Advisory Network, also based at ODI, where she co-authored the third Chronic Poverty Report.

She has particular expertise in Bangladesh and also has experience in eastern and southern Africa, including Lesotho, Malawi, Tanzania and Uganda. Her PhD, from the University of Manchester, investigated the processes operating as the result of an asset transfer programme in north-west Bangladesh; the Chars Livelihoods Programme (CLP).
